Discretionary Business Grants

Liverpool's Covid-19 Discretionary Business Grants Scheme uses a fund given to us by government.

We will use it to award grants to small or ‘micro’ businesses and charities that do not already qualify for any of the following:

What are the grant criteria?

The scheme is split into four separate grants with different criteria. You can only apply for one grant.

  • Business Support Grant - for a business that does not pay business rates but has more than six month’s ongoing fixed property costs of less than £51,000 per annum as evidenced by a mortgage, lease or rental agreement. Or a business that currently pays business rates between £15,000 and £51,000 per annum and was excluded from the Small Business Grant based upon rateable value.

  • Voluntary Sector Support Grant - for a business that is given charitable business rates relief on a premises with a rateable value of £51,000 or less and has more than six month’s ongoing fixed property cost as evidenced by a mortgage, lease or rental agreement.

  • Bed and Breakfast Support Grant - for a bed and breakfast that pays Council Tax, not business rates, and has more than six month’s ongoing fixed property cost as evidenced by a mortgage, lease or rental agreement.

  • Anchor Visitor Economy Grant - for a retail, hospitality or leisure business that pays business rates in excess of £51,000 and has more than six month’s ongoing fixed property costs as evidenced by a mortgage, lease or rental agreement.

Who can apply?

You must have been trading since 11th March 2020 and must not be insolvent, in administration or in the process of being struck off.

To be eligible, your business must be a small or ‘micro’ business as defined by the Companies Act 2006. This means that it must meet two of the following criteria:

  • have a turnover of less than £10.2m each year
  • have a balance sheet total of less than £5.1m each year
  • employ less than 50 people

In addition, your business must:

  • have suffered a significant fall in income due to the Covid-19 crisis
  • have a business premises within the Liverpool city boundary and relatively high ongoing fixed property costs
  • pay business rates to Liverpool City Council for these premises, or pay rent or a mortgage on the premises  - the criteria is different for each grant
  • be eligible to receive the grant under the relevant State Aid de minimis requirements. Please seek independent legal advice if you are unsure whether you qualify

How much will I receive?

Successful Bed and Breakfast Support Grants applicants will receive £1,000.

All other grants are based on the number of people you employ. We will consider the number of full-time employees as well as the average hours worked by sessional, casual and part-time staff. Please see the table below.

How will the money be awarded?

We will award grants to successful applicants in the order we receive the fully completed and evidenced applications, until the fund runs out.
