Consultation on proposed selective licensing designation in Liverpool

What we are consulting on
We are proposing to introduce a selective licensing designation in Liverpool in 2021. This will cover council wards where there are high levels of private sector rented properties, and acute problems with complaints and hazards.
It will mean that owners will be required to licence their properties and comply with conditions. By doing this we can tackle poor management and condition of properties. There are a number of options for this. Views are welcome on these alongside proposed fees and draft licence conditions.
The consultation is being managed independently by Opinion Research Services (ORS).

How to comment
You can submit your comments online via the ORS website below.
All comments must be received by Monday 26th October 2020.
We would prefer you to respond online but we will accept responses on paper. If you require a hard copy of the survey and proposal documents email us at private sector housing and we will provide you with a pre-paid envelope to return the questionnaire.
What happens to my views?
We ask for your details on the survey so we can contact you to discuss your comments if we need to. Your responses may be included in the consultation report passed to Cabinet and may be published on this website in a final report, but your name and details will not appear next to them.
All responses will be kept solely for the purposes of this consultation and will be destroyed 12 months after it closes.
A meeting for landlords and agents will be held online at 2-4pm on Thursday 15th October 2020 using Zoom.
Please register by emailing ORS. Places will be allocated on a first-come-first-served basis and limited to one person per company or organisation.
Details of how to join the meeting will be sent to successful applicants and technical support will also be provided.
The purpose of the meeting is to hear feedback on the proposal documents on this page, so please read them before the meeting.
What happens next?
Consultation results will be collated and analysed by ORS and reported back to the City Council. The views of stakeholders will be taken into account when presenting a final designation to Cabinet for approval. This is a statutory requirement and must be done as part of the application to Government which is expected to be submitted in December 2020. If approved, the scheme would start in June 2021 for five years.
