Consultation on the proposed Bramley Moore Dock Permit Scheme

What are we consulting on?

Everton Football Club have been granted planning permission (20F/0001) to infill the Bramley-Moore Dock in order to accommodate the development of a stadium predominantly for football use, with the ability to host other events, and as such given the scale of the development the planning condition requires that the existing Football Match Parking Zone is to be extended in order to provide additional residential areas and business areas with kerb side controls during a period in which the stadium is operative.

This consultation will be open for three weeks (21 days) during which time residents, businesses and interested parties will be able to make comments on the proposed changes.

The consultation process is being managed in a fair and transparent way to ensure opinions from all stakeholders can be obtained. This will help inform whether any amendments should be made to the proposed changes.

There will be a further opportunity for interested parties to make formal representations in support of, or to object to the proposals when the necessary Traffic Orders, required to legally enact the changes, are advertised.

What are the proposed changes?

The council is consulting members of the public, businesses, residents, and commuters to obtain their views on proposals that will affect the area within a 30-minute walk of the proposed new stadium and the operation of extending the current Football Match Parking zone.

The proposals are aimed at reducing congestion, improving air quality, safety, and journey times through the modernisation of parking across the city centre. This will support Liverpool in being a clean, modern and dynamic city, one which helps its local businesses and residents thrive.

The proposals include:

  • new resident parking areas
  • new taxi ranks
  • new match day bus stands
  • new parking restrictions
  • new hours of operation for existing parking zones for the Great Homer Street area
  • new hours of operation for existing parking zones for the Ten Streets and Love Lane areas
  • new industrial parking zone south of Boundary Street 
  • new industrial parking zone north of Boundary Street

All comments will be kept solely for the purposes of this consultation and will be destroyed 12 months after it closes.

What happens next?

Consultation results will be collated in mid to late January and fed back to the Divisional Manager for Highways and Transportation who will decide whether or not to proceed with the proposal or amend it in any way.

Once the proposals are agreed, the statutory notification process will begin approximately late February/early March, when for a period of 28 days, members of the public can submit their formal objection or support for the proposed scheme.
