Home Energy Conservation Act (HECA)

The Home Energy Conservation Act (HECA) places a requirement on all local authorities to publish their plans to achieve improved energy efficiency. 

Liverpool City Council’s draft report sets out the energy conservation measures that the authority considers practicable, cost effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area. 

The Department for Business, Energy and Industrial Strategy released guidance to local authorities for producing their HECA reports.  Liverpool has adapted this guidance and it’s report contains actions and activity under the following headings:

  • Local Energy Efficiency Ambitions and Priorities.
  • Measures we are taking to result in significant Energy Efficiency improvements of our residential accommodations.
  • Measures we propose to cost effectively deliver Energy Efficiency improvements in residential accommodation by using area based/street roll outs.
  • Timeframe for delivery of national and local partners.
