Discretionary Housing Payments Policy

Discretionary Housing Payments are supported by Government funding provided by the Department for Work and Pensions (DWP). This funding is a fixed amount annually and the Council is notified of this amount in the preceding financial year.

Where it has funds to do so, the Council may add to the funding provided by the DWP. There is a legal maximum for this which is that the fund cannot exceed 250% of the amount provided by the DWP.

Discretionary Housing Payments has become an increasingly important way to support vulnerable customers and those at risk of losing their home. This is a consequence of the Government’s Welfare Reform programme.
