Access to Bold Street and Castle Street
As part of the Liverpool Without Walls initiative, pavement cafes are opening on Bold Street and Castle Street. As a result, they are both closed to traffic at certain times. Read our FAQs below to find out more.

What are the new access restrictions in the Bold Street area?
From 4th July 2020 all motor vehicles are prohibited from accessing the following roads at all times, except for loading between the hours of 6am and 10am each day: Bold Street (full length), Roscoe Place, Colquitt Street (Bold Street to Wood Street), Slater Street (Bold Street to Wood Street), Heathfield Street (Bold Street to pedestrian walkway) and Newington (Bold Street to Back Bold Street).
Access will be controlled via the hydraulic entry bollards at Bold Street / Berry Street and Bold Street/Ranelagh Street. Vehicles on either section of Bold Street will need to use Newington to exit the area. The exit bollards on Bold Street near to the junction with Newington will automatically lower to allow vehicles to exit. The existing one-ways on Bold Street are still in operation.

Can I still park in Bold Street?
From 4th July 2020 waiting and parking is no longer permitted at all times in: Bold Street (full length), Roscoe Place, Colquitt Street (Bold Street to Wood Street), Slater Street (Bold Street to Wood Street), Heathfield Street (Bold Street to pedestrian walkway) and Newington (Bold Street to Back Bold Street).
Vehicles are permitted to enter the roads during the hours of 6am to 10am for the purposes of loading and unloading, and can wait on the double yellow lines during these times whilst loading/unloading takes place. Outside of these times (10am to 6am the following morning) loading/unloading is not permitted. Find alternative parking locations.

Why are Colquitt Street and Slater Street closed at their junctions with Wood Street?
Access to Bold Street is currently controlled by hydraulic bollards, which will automatically lower to permit loading and unloading during the hours of 6am to 10am each day. To prevent vehicles from being able to circumvent the bollards and access Bold Street another way, it has been necessary to close Colquitt Street and Wood Street at their junctions with Wood Street. The short sections of Colquitt Street and Slater Street between Bold Street and Wood Street can still be accessed from Bold Street during the times of 6am to 10am, to enable loading and unloading to take place.

Can I use Newington to park near to Bold Street?
Newington is one-way along its full length from Bold Street to Renshaw Street. Therefore, access to the section of Newington between Bold Street and Cropper Street can only be obtained via Bold Street, between the hours of 6am and 10am each day. The existing Pay and Display bays on Newington are operational between the hours of 8am and 6pm each day. We are currently reviewing the access/parking arrangements on this section of Newington to determine whether it is safe and practical to permit access to this part of the road from Cropper Street. Further information will be provided on this once the details have been finalised.

I am a resident of Bold Street and was previously able to access Bold Street from Berry Street to Newington with a proximity card when the night-time restrictions were in operation (8pm to 4am Thursday to Sunday). Is this still allowed?
Proximity cards were previously issued to residents on the basis that they parked in private “off-street” parking places, rather than on-street. Due to the new access restrictions coming into effect from 4th July 2020all of these proximity cards have been deactivated. These night-time access restrictions form 8pm to 4am Thursday to Sunday are still in place on Wood Street and Back Colquitt Street. If you have a proximity card and it no longer works then please contact our UTC Team who manage these cards via UTC@liverpool.gov.uk. The team can advise whether a new proximity card can be issued to assist with access into off-street parking places via Wood Street or Back Colquitt Street.

How can deliveries, collections and refuse collections to and from my property be accommodated?
These activities are still permitted but only during the hours of 6am to 10am each day.

Can I still access the Blue Badge bays and taxi ranks on Bold Street from Ranelagh Street to Newington?
As part of the scheme to pedestrianise Bold Street, these facilities are no longer in operation. We are working on plans to provide additional Blue Badge and Hackney Carriage stands in close proximity to Bold Street. Further information will be provided on this once the details have been finalised.
Castle Street

What are the new access restrictions in the Castle Street area?
From 4th July 2020 all motor vehicles are prohibited from accessing the following roads between the hours of 10am and 11pm each day – Castle Street (Water Street to Cook Street), and Brunswick Street (Castle Street to Fenwick Street). This restriction is supported with bollards that are manually raised at 10am and lowered again at 11pm each day. If a vehicle is parked in these roads during the restricted times, it will not be possible to move the vehicle until the road is reopened between 11pm and 10am. All the emergency services have been provided with keys which will allow them to operate the bollards in the event of an emergency. In addition to this, it has been necessary to close Sweeting Street at its junction with Castle Street, and Lower Castle Street at each junction with Brunswick Street. These particular closures are supported with measures that are not intended to be moved.

Can I still park in Castle Street and Brunswick Street?
Parking and loading and unloading in the section of Castle Street from Water Street to Cook Street was not permitted before 4th July 2020, except for loading and unloading within the designated loading bays either side of Castle Street. The hours of operation of these loading bays have been amended to reflect the times that vehicles can now access the road, which is between the hours of 11pm and 10am.
In Brunswick Street - Castle Street to Fenwick Street - the existing Pay and Display bays and Blue Badge bay have been removed. This is to provide opportunities for businesses to use the highway for outside seating areas should they wish to do so and subject to applications being made and granted. A loading bay has been provided on the northerly side of this section of Brunswick Street between Castle Street and Lower Castle Street to assist with loading/unloading between the hours of 11pm and 10am.

I live in Sweeting Street. Can vehicles still access my property?
Due to the narrow width of Sweeting Street, parking is not permitted on Sweeting Street as any parked vehicles would normally obstruct the road. As it has been necessary to close Sweeting Street at Castle Street, it is now not possible for vehicles to travel along the full length of the road. It is possible for vehicles to enter the road from Dale Street but they will also need to exit the road via the same route. Loading/unloading can take place from the loading bays on Castle Street during the hours of 11pm to 10am. Alternatively, loading and unloading can take place from the loading bay or yellow lines on Dale Street at any time.
