Issued with a PCN? Make an informal challenge
You must make an informal challenge within 28 days of the Penalty Charge Notice (PCN) being issued, either online or in writing. You can only challenge multiple fines in writing.
Please have your PCN and car registration details to hand before you submit an online challenge.
Or write to us at Parking Services, Cunard Building, Water Street, Liverpool, L3 1AH. We aim to reply within four months by email or post. If we accept your informal challenge you won't have to pay anything.
If we reject it, we’ll write to you or email you and tell you how to pay or how to follow the appeals process. Remember to check your junk mail folder in your email account for our response.
Issued with an NtO? Make a formal challenge
If you fail to pay your fine or make an informal challenge within 28 days of the PCN being issued, a Notice to Owner (NtO) will be posted out to the registered keeper of the vehicle.
You must make a formal challenge within 28 days of the date the NtO was served, online or in writing. You can only challenge multiple fines in writing.
Or write to Parking Services, Cunard Building, Water Street, Liverpool, L3 1AH, with the reasons you believe a formal challenge can be made.
We will write to with the outcome within 56 days of receiving your formal challenge. If we accept it you won't have to pay anything. If we reject it, you can appeal to the independent Traffic Penalty Tribunal (TPT).

Issued with a Charge Certificate?
If you don’t make an informal or formal challenge and have still not paid the fine, we will send you a Charge Certificate.
Instructions on how to pay the fine at this stage, which will have increased by 50%, are printed on the certificate. You cannot appeal at this stage but if you wish to do so, you must wait for an Order for Recovery (TE3-9) to be posted to you.
Issued with an Order for Recovery?
If you do not pay the fine when you receive the Charge Certificate, an Order for Recovery will be sent to you.
At this stage you are given the opportunity to file a witness statement to the Traffic Enforcement Centre – instructions on how to do this are on the order. All correspondence at this stage must be sent Traffic Enforcement Centre not Parking Services.
