Adoption of Supplementary Planning Documents (SPD)
On 23rd December 2022 a number of Supplementary Planning Documents were adopted by the council. These include the Baltic Triangle, Commercial Business District, and Cavern Quarter and Williamson Square. A Supplementary Planning Document for the Public Realm Strategy was also adopted.
Baltic Triangle, Commercial Business District, Cavern Quarter and Williamson Square
Each SPD relates to a discrete area within the City Centre and provides more detailed guidance in respect of the approach to development within the area and will be used when determining planning applications.
Public Realm Strategy
The Strategy has been developed by LDA Design in collaboration with a broad range of stakeholders across the city, including local communities and businesses. The strategy will ensure new high-quality public realm is implemented as part of new development, regeneration and street renewal schemes across the City.
In accordance with Regulations 11 and 14 of the Town and Country Planning (Local Planning) (England) Regulations 2012 the following documents are being made available:

About this document
The council has commissioned a team led by LDA Design to deliver a Strategic Regeneration Framework (SRF) for the Baltic Triangle. Along with the council, this SRF has been developed collaboratively with local communities, businesses and stakeholders. The council intends to adopt it as an SPD following adoption of the Liverpool Local Plan.

The proposals came into operation on 23rd December 2022. Any person aggrieved by the SPD may apply to the High Court for permission to apply for judicial review of the decision to adopt the SPD. Such an application must be made promptly and, in any event, not later than three months after the date on which the SPD was adopted.
