Consultation on the Submission Draft Liverpool Local Plan 2013-2033

Start date: 26th January 2018.
End date: 9th March 2018.  

We are expecting Liverpool’s population to grow to 517,000 by 2033, meaning 35,000 new homes will be needed, alongside 150 hectares (370 acres) of brownfield land for businesses, for an estimated 38,000 new jobs, as well as sites for new shops, community facilities, transport and infrastructure.

The Submission Draft Liverpool Local Plan 2013-2033 is our masterplan for meeting the needs of our growing city.

What are we consulting on?

The draft plan was approved for final public consultation on January 24th 2018. It sets out:

  • A spatial vision, spatial objectives and strategic policies.
  • The development management policies that will be used to determine planning applications in the city.
  • Site allocations for residential, employment, retail or other land uses across the city, to be shown on a policies map.
  • Where land is proposed to be safeguarded or where specific policies apply such as district and local centres.

How do I comment?

You can view the draft plan via our consultation portal using the link below.

Comment online

We strongly recommend that you comment online so you can give us your thoughts on the specific chapters, sections, policies or tables that interest you. You will need to register in the top right-hand side of the site to do this.

Once you have registered you can use the tabs in the document to answer a set of questions that will be fed back to the independent inspector. You will also be able to view your comments and those made by everyone else after the consultation period has ended.

What happens to my views?

Comments cannot be treated as confidential and will be published on the consultation portal. If you are responding as an individual rather than a company or organisation, we will not publish your contact details - email, postal address and telephone numbers - or your signature online, however all original comments will be available for the public to view at our council office.    

Your comments will be considered by an independent inspector in the preparation for the next stage of the plan. See 'What happens next' below.

What happens next?

  • April-December 2018:  Draft plan will be submitted for an independent examination. The inspector must consider all comments and representations made as part of this consultation. 
  • December 2018-January 2019: Council to adopt the plan and the legal challenge period starts.
