Accessibility statement for Citizen Space
Liverpool City Council uses a number of third-party applications to deliver key online services to its customers. Citizen Space is used for engagement and consultation on its Local Plan.

How accessible is this application?
We want as many people as possible to be able to use Citizen Space.
The site is made up of:
- Software that is designed and controlled by Delib, for example the overall structure and the look and feel of the pages.
- Content that has been added by Liverpool City Council, for example most of the information, including words, pictures and documents.
- Delib does not control the content added to the site, but does develop and test the software to support:
- zooming in up to 400% without the text spilling off the screen.
- navigating the website using just a keyboard.
-navigating the website using speech recognition software.
- listening to the website using a screen reader.
Content that has been added that is not fully accessible may be listed on this page as a non-conformity, or details may be given alongside the inaccessible content. Delib is committed to making the software accessible.
Compliance status
Delib test the software against the Web Content Accessibility Guidelines V2.2 AA standard. Improvements to the software are released regularly.
Any changes made to the software as a part of that process are tested internally in advance of release for compliance with the Web Content Accessibility Guidelines V2.2 level AA.

What we're doing to improve accessibility
Citizen Space and Liverpool City Council are committed to making this application fully accessible, in accordance with the Public Sectors Bodies (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018.
Liverpool City Council has an ongoing improvement programme focused on improving accessibility across the whole of liverpool.gov.uk. Citizen Space was last audited in September 2025 and will be reviewed again for improvement 2026.
If our providers fail to meet and address key accessibility requirements, we will make every effort to request they make the necessary improvements. If the costs of making these improvements is too high, we may consider them a disproportionate burden on the council and seek to review our contract with the provider when it is next up for renewal.
