Consultation on a Historic Environment Supplementary Planning Document

What are we consulting on?

We are producing a Historic Environment Supplementary Planning Document to provide detailed guidance and advice for works which affect Liverpool’s heritage assets which will also expand upon and underpin the Heritage Policies within Liverpool’s adopted Local Plan.

To help us shape the guidance, we’re asking those with an interest in development in, and the protection and enhancement of the city’s historic environment to let us know what guidance you would wish to see.

The historic environment of Liverpool is wide-ranging and includes nationally important listed buildings, historic parks and gardens, and scheduled monuments, as well as locally significant historic areas and buildings. 

Individually and collectively, they provide both the cultural backdrop to our communities, and the distinct and unique image of the city:

  • attracting tourist economy
  • providing employment
  • contributing to the shared history of communities
  • supporting education
  • facilitating healthier lifestyles

These assets make up our historic environment and our heritage, and play a massive role in the lives of the city’s residents and visitors. For it to continue to do so requires appropriate management. 

In summary, the Historic Environment Supplementary Planning Document will:

  • provide day-to-day guidance to support the planning decision-making process
  • Set out detailed advice in respect of works that affect, both directly and indirectly, designated and non-designated heritage assets
  • Provide clarity and equip designers, developers and property owners with the tools to design within the historic environment
  • Ensure that Liverpool’s statutory duties relating to the historic environment are fulfilled
  • Promote conservation ‘best practice’
  • Support a balanced and sensitive response to the climate crisis without the loss of heritage significance

What happens to my views?

The council will collate the responses and take them into account when drafting the supplementary planning document.

The collated responses will be published online in a consultation statement and comments from individuals will be anonymised. Responses will be kept solely for engagement purposes only and will be destroyed within six months of the SPD being adopted which is anticipated to be the end of 2025.

What happens next?

The answers will be considered and used to meaningfully shape the guidance within the Historic Environment SPD. A workshop for interested parties will happen over the next two months, with a draft guide due by Autumn 2024. This will be presented to councillors for approval before being published for formal consultation.
