Consultation on a new Local Plan for Liverpool

What are we consulting on?
Regulation 18 Draft Liverpool Local Plan 2025-2041 and Call for Sites
We are updating our Local Plan, a planning document which guides the long term strategic spatial development of the city, setting out strategic priorities and policies. It is a key opportunity to provide a strong and robust planning framework to deliver our ambitions for Liverpool’s sustainable growth and regeneration.
In Autumn 2024 we consulted on a Local Plan Scoping Document which set out the key matters that could be covered by the Local Plan.
Comments received in response to this consultation have helped us to prepare a Draft Local Plan for Liverpool 2025-2041.
We are now seeking views on this Draft Local Plan which provides more detail with regard to proposed Local Plan content and includes a draft vision for the city, strategic objectives and policies which cover a wide range of topics such as:
- residential and employment development
- climate change
- transport
- town centres and retail
- green spaces and the natural environment
- heritage
- design
- policies specific to the city centre including a City Centre Character Area Map.
The new plan must allocate sites for housing, employment, retail, green spaces, and other uses. At this stage of plan preparation we are seeking views on draft site allocations for residential and employment development across the city.

How to comment
If you are a Liverpool resident or you work, own a business or visit and socialise in the city, we would like to hear your views on the Draft Local Plan.
If you are not familiar with the planning system
We are working with PLACED (Place Education CIC) who specialise in place education and engagement to gather feedback on the Draft Plan. Through their website you can read and make comments on the Draft Local Plan and use the interactive map to view and provide comments on our draft allocations. You can also view and provide comments on our proposed city centre character areas.
We recommend you use the PLACED website if you are not familiar with the planning system.

If you are familiar with the planning system or have a specific interest in a policy topic
Alternatively, you may prefer to view the Local Plan and make detailed comments on the Local Plan Vision, the strategic objectives, specific polices or the draft allocations. What happens to my views?
All information received will be protected under the General Data Protection Regulation (2018). All individual responses will be treated as confidential and non-identifiable.
Information will be held securely by the council and our contracted consultants, PLACED and Citizen Space, and will be used solely for the purposes of the work as stated and will be held until at least the end of any legal challenge period.
Responses will be summarised in a Local Plan consultation report. When publishing the formal representation made on planning policy documents, we will only make public the name of the respondent. For further information see our privacy notice.
What happens next?
The responses we receive will be analysed and considered. This will then inform the next version of the Liverpool Local Plan 2025-2041.
A Regulation 19 Consultation on the Local Plan will be held in 2026.
