Consultation on an inclusive service plan for Hackney Carriage and private hire vehicles

What are we consulting on?

We want to implement an inclusive service plan for Hackney Carriage and private hire vehicles in the Liverpool licensing area. To help us create this plan, we want to hear the views of anyone in the area who needs an adapted vehicle or extra assistance to travel.

We are also carrying out a review of the current supply and demand for wheelchair accessible vehicles (WAV), and other adaptations or assistance that users may need. A wheelchair accessible vehicle (WAV) is a vehicle that's been converted by mobility experts to allow a disabled passenger to travel in their wheelchair.

Independent consultancy LVSA will carry out this consultation on our behalf.

How to comment

We want to hear your views and experiences of licensed Hackney Carriage and private hire vehicles in the Liverpool licensing area.

Your comments will be carefully considered in the context of our current Hackney Carriage and private hire licensing policy. We may use your feedback to strengthen this policy so it better meets the needs of people with disabilities. 

We are particularly keen to hear from parents and carers of children and young people with additional needs, including parents of children who use school transport.

A person is considered disabled under the Equality Act 2010 if they have a physical or mental impairment that has a substantial and long-term negative effect on their ability to undertake normal daily activities, including using licensed vehicles. However, we also want to hear from people who do not fit this definition who need assistance or adaptations to access transport.  

The survey should take around five to ten minutes to complete and can be submitted anonymously. If you are unable to complete the survey by yourself, you are welcome to ask someone else to complete it on your behalf.

What happens to my views?

Once the consultation closes, LVSA will provide a summary of the results to a restricted team of Liverpool City Council staff only. Personal details will not be included in this summary. 

The results will be published on this website in a consultation report which is expected to be released in September 2026. 

Responses will be summarised for inclusion in the report. Your comments may be included in the report, but they will be anonymised. 

The data from this consultation will be kept securely for a maximum of 12 months and then destroyed. 

What happens next?

Once the consultation has ended, the data in the consultation document will be analysed and a report detailing the findings are expected to be considered and approved by the General Purpose Licensing Committee in May 2025. 

Once approved, the inclusive service plan will be published on this website.
