Consultation on Metro network improvements at Lime Street, London Road, Low Hill and Monument Place

What are we consulting on?
Liverpool City Region Combined Authority and Liverpool City Council are holding this consultation to present our active travel, public space and bus improvement proposals for the area between Lime Street, London Road and Low Hill. This includes the area known as Monument Place outside the old TJ Hughes building. We are seeking your feedback on the plans.
We know that a modern, effective transport system is what defines great international cities, connecting people to work, education, public services and leisure, and keeping our communities connected.
Sustainable travel is at the centre of this, and our vision is to deliver improvements to enhance travel by bus and create a safer walking, wheeling and cycling network
Running along London Road and Prescot Street towards Low Hill, the planned scheme features:
- improved footpaths and road crossings
- new segregated cycle lanes
- measures designed to reduce journey times for buses, such as new bus lanes and upgraded junctions
- improved public plaza at Monument Place including new seating, outdoor events space and open bandstand
We encourage local residents and transport users to give feedback on the proposals as to whether improvement measures would make it easier to access facilities, specific locations using active travel and bus, and improve health and wellbeing.

What happens to my views?
Once the consultation closes, results will be accessed by a restricted number of staff from the project team at Mott Macdonald who are the consultants working with LCRCA and LCC on this project and who will analyse data and responses.

Following the completion of this consultation, feedback will be reviewed and where applicable, incorporated into the detailed design stage of work which is set to commence in Autumn 2025. Information of further consultation will be available from LCC and LCRCA in Winter 2025.
