Consultation on the Draft Liverpool Waterfront Vision and Supplementary Planning Document (SPD)

What are we consulting on?

We are consulting on a Draft Liverpool Waterfront Vision and Supplementary Planning Document (SPD) and supporting assessments that will guide future development along Liverpool’s iconic waterfront.

The Vision document – 'A People First Vision for the Banks of the River Mersey – Reclaiming Liverpool’s Waterfront' sets out bold and ambitious strategic priorities and proposals for the next 20 to 30 years.

The Waterfront Plan Vision places local communities at its heart, aiming to reconnect people to their waterfront and shape a more inclusive, green and vibrant riverside. It is based around three key principles:

  • Connected – Reconnecting neighbourhoods to the waterfront and improving access for all
  • Free and Green – Creating open, green public spaces and supporting climate resilience
  • Growth – Promoting high-quality development that benefits the city and complements its heritage

The SPD provides design guidance, planning policy and development parameters to ensure all new proposals align with the Vision. It also outlines character area principles and detailed urban design considerations.

Consultation events

Public presentation on Monday 7th July 2025. Arrival from 5.30pm, presentation from 6pm to 8pm at The Town Hall, High St, Liverpool, L2 3SW. Places are limited – you must sign up to attend. Sign up now for a place (Eventbrite).

What happens to my views?

Your comments will be carefully considered and, where appropriate, will help shape the final version of the Liverpool Waterfront Vision and SPD. A consultation statement summarising all responses will be prepared in line with planning regulations and shared with the City Council’s Cabinet. It will also be published online. While your comments may be quoted, your name and contact details will not be published.

All personal data will be used solely for the purposes of this consultation and will be deleted 12 months after the consultation closes.

What happens next?

After the consultation period closes, the final SPD will be prepared and reported to Liverpool City Council’s Cabinet Autumn 2025. If approved, the SPD will be adopted as part of the Council’s planning framework, supporting the Liverpool Local Plan and informing the consideration of planning applications within the waterfront area.

An Adoption Notice will be published, and all final documents will be made available on this website.
