Liverpool City Council Improvement Committee 

The independent Improvement and Assurance Board, established following the end of Liverpool’s statutory intervention in June 2024, concluded in March 2025. This marked the end of the government’s formal intervention (GOV.UK) at Liverpool City Council. 

The council is set on continuing its improvement journey in a way that is self-defined and governed. To ensure oversight and accountability of its continued improvement, the council established a new internal Improvement Committee in March 2025.

Purpose of the committee

The purpose of the Improvement Committee is to: 

  • Provide strategic direction to the continuing improvement of the council to ensure future priorities are set and understood.
  • Maintain oversight of and receive assurance on the continuous improvement of the council as a whole.
  • Ensure there is transparency regarding progress for our residents, partners and stakeholders.
  • Ensure the appropriate level of support for the council’s improvement journey.

Work programme

The committee’s work programme will focus on four key themes: 

  • Maintaining strong governance, integrity and transparency.
  • Improving corporate systems.
  • Improvements in social care and housing.
  • Improvements in delivery of services and the interface with citizens.

Chair and members

The Improvement Committee is chaired by Councillor Liam Robinson, Leader of Liverpool City Council. Councillor Ruth Bennett, Deputy Leader, is deputy chair of the committee, and Councillor Dan Barrington is a member. Other councillors may be invited to attend the committee, when appropriate. 

Public meetings

Public committee meetings are held every six months in the Town Hall. The dates and times of these are below:
