Who is the Data Controller for the information I provide?

Liverpool City Council is the data controller for this grant scheme.

Why we are collecting your data

The Warm Homes : Local Grant (WH:LG) is a government-funded scheme, administered via the Department for Energy Security and Net Zero (DESNZ), and delivered by Liverpool City Council to improve energy performance and low-carbon heating upgrades to low-income homes in England. We use your information to: 

  • Assess your eligibility for support under the WH:LG scheme.
  • Deliver the scheme, which includes assessment of expressions of interest by the local authority for the funding of installations at the property, monitoring use of DESNZ funding, and creating a record of all installations.
  • Monitor the quality, costs, and outcomes of measures installed.
  • For the prevention and detection of fraud, error and non-compliance, and to ensure that funding is used appropriately
  • For research and statistical purposes.
  • To prepare reports and share these with DESNZ, and other. agencies, in relation to the effectiveness of the WH:LG scheme. 

What is the legal basis for collecting and processing this data?

The lawful bases for processing personal data under the UK GDPR are: 

  • Article 6(1)(e): processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller.
  • The specific public task is the performance of functions under the Local Government Act 2003, to ensure that public money is used effectively.
  • Special category data will be processed under Article 9(2)(g): processing is necessary for reasons of substantial public interest. 

The substantial public interest conditions that are met under Part 2 of Schedule 1 of the Data Protection Act 2018 are:

  • 6. Statutory and government purposes
  • 10. Preventing or detecting unlawful acts
  • 14. Preventing fraud
  • 20. Insurance 

The information we may collect

Data will be collected directly from you, as well as potentially from other sources, including other family members, carers or persons acting as a legal guardian, other departments at Liverpool City Council, the Department of Energy Security and Net Zero, and NHS Trusts.   

To deliver the Warm Homes: Local Grant scheme the following personal data will be processed: 

  • Name
  • Address
  • Contact numbers
  • Email address
  • Date of birth
  • Identification documents
  • Proof of residence for applicant, joint applicant or all household members dependent on eligibility pathway
  • Unique Property Reference Number
  • Household income - this includes employment detail and benefits receipt status, to ascertain eligibility
  • Property ownership type - home-owner, landlord or tenant
  • Specific characteristics of the property, contained in an Energy Performance Certificate, and other relevant information relating to matters such as heating, lighting, or floor area, as well as whether your home is an HMO 
  • Financial information in relation to the grant, including any contribution that you, or the owner or landlord, may make
  • Details of any previous access to other government grant schemes
  • Installation details, including the date and cost of installation, size and type, with installer details, such as contact details and their qualifications
  • Pre and post-installation property SAP or RdSAP assessments with scores
  • Contact details for households who were offered an installation, yet do not accept
  • Lodgement certificate number, lodgement date, installation details from TrustMark and the Microgeneration Certification Scheme
  • Customer referral source, or customer source, for initial awareness of the scheme 

We also collect the special category data below:

  • Racial and ethnic origin data, as well as data concerning health for the purposes of equality monitoring
  • Health conditions data to ascertain eligibility under WHLG Eligibility Pathway 2 Low Income Proxies - Eco Flex Route 2

Do you have to provide this information, and what will happen if you don’t?

You do not have to provide this information but we may not then be in a position to provide a grant to you as a result.

Who will your information be shared with?

Personal data will be shared with: 

  • Appointed contractors, to make improvements and installations
  • Contract administrators managing the installation programme
  • OFGEM, if funding can be blended or if this is the funding option available to the resident
  • Trustmark, Microgeneration Certification Scheme (MCS) and other accreditation bodies, for quality monitoring and insurance purposes
  • Other government departments, to administrate the WH:LG scheme
  • Department for Energy Security and Net Zero (DESNZ)
  • Liverpool City Region Combined Authority (LCRCA), as required by the funding agreement 

We will not share your personal information with any third parties for marketing purposes. 

How long will you keep this information for and why?

Your data will be retained for 8 years after the WH:LG scheme closes, or if later, for 8 years after the completion of a particular installation funded by the WH:LG scheme. After this your data will be anonymised or deleted. 

Some personal data will also be shared with DESNZ, who retain data for a maximum of 25 years. This is to enable the prevention and detection of fraud, error and non-compliance. Individual records may be retained beyond this, if they are held in relation to ongoing prosecutions. For further information you may wish to refer to the DESNZ Privacy Notice. 

How will my information be stored?

Information provided to us is kept on secure electronic systems. These are all only accessible to staff that need it, and secured by passwords and, where appropriate, encryption.

Will this information be used to take automated decisions about me?
