Waste Investigations Support and Enforcement (WISE)

WISE is an external team of Environmental Enforcement Officers we have appointed to address issues such as littering, fly tipping and dog fouling across the city.

They work alongside our own enforcement officers to help prevent and enforce environmental crimes and will issue Fixed Penalty Notices (FPNs) to anyone caught offending. Officers patrol the city centre and outer areas, and take enforcement action for offences such as:

•    Littering
•    Dog fouling
•    Fly tipping 
•    Waste offences involving domestic and business properties.
•    Smoking in unauthorised smoke free areas.

Identifying a WISE officer

When issuing a fine, the enforcement officer will introduce themselves and show their ID to prove they are an authorised officer and tell you that your interaction is being recorded by body cameras.

You can identify officers by their uniform. This will have the name of the company - WISE - and the Liverpool City Council logo.

Issuing a Fixed Penalty Notice (FPN)

The officer will explain the offence you have committed and tell you they are issuing an FPN.

The notice will include:

  • the employee number of the officer issuing the ticket.
  • a 9-digit reference number at the top of the ticket that identifies the offence and notice issued.
  • contact details.

Enquiries and challenges

If you need to speak to somebody about your FPN or have any issues around the circumstances under which the fine was issued, you must contact WISE in the first instance. You will find contact details on the ticket.

You can also email WISE at liverpool@wasteenforcement.co.uk - they will investigate and inform you of the outcome.

If you have any comments or complaints about the behaviour or conduct of WISE enforcement officers, please submit a formal complaint to us.
