Report fly-tipping

Fly-tipping is the illegal dumping of waste onto any land, both public and private, that is not an authorised waste disposal site.

Fly-tipping includes dumping items such as:

  • old sofas or mattresses
  • chemical drums
  • tyres
  • bags of rubbish

To report items that have been dumped in an alley or passageway, please use our passage dumping form.

Do not use this form to report electric scooters left on the street. A GPS tracker signals the VOI scooter company to collect them. See the process for reporting incorrectly parked or damaged VOI scooters.

Before you submit a report

If you see someone dumping items do not approach them — what they are doing is illegal so their behaviour may be unpredictable.

So you have all the information you need to submit a report, you should make a note of the following:

  • time, date and place of the incident
  • people involved and their vehicles, including number plates, vehicle colour and type
  • type of waste or hazard — do not touch it, and try to stay upwind of the waste in case of fumes

Please do not touch or remove any evidence such as addressed letters — it may help us identify the person.

What happens next?

Using our enforcement powers, we always seek out and prosecute the people responsible for fly-tipping.

We can only investigate cases and act if there is sufficient evidence of who the waste belongs to, and who fly-tipped it. 

We build a case using CCTV footage, photographs, witness statements, and potential evidence in the waste.

If you witnessed a fly-tipping incident and are willing to support our investigation, we will ask you to provide a statement. Our experienced officers will discuss this with you once you have submitted a report using the form above.
