Apply for a Warm Homes Local Grant
The Warm Homes Local Grant programme is designed to help homeowners and private renters make energy-efficient upgrades to their homes such as wall and loft insulation, solar panels, heat pumps, and ventilation systems.
This scheme is now oversubscribed for year two which runs from 1st April 2026 to 31st March 2027. See 'How to apply' to register your interest for year three.
How much money is available?
As part of its ambitious plan to achieve net zero carbon emissions by 2035, the Department for Energy Security and Net Zero (DESNZ) has awarded Liverpool City Council £5.8m to spend on improving the energy efficiency of approximately 450 homes over a three-year period.
This programme is expected to lower carbon emissions and help reduce fuel poverty for many residents.
What changes can be made?
If your application is successful, we will carry out a retrofit assessment and we may offer you one or more of the measures below, subject to a full survey and the funds being available. Energy efficiency measures we may offer include:
- flat roof, loft, solid or underfloor insulation
- external or internal wall insulation
- hot water thermostat, cylinder or tank insulation
- solar PV
- solar thermal insulation
- digital smart controls
- windows
- doors
- PV batteries
- cavity wall insulation
- hybrid heat pumps
- high retention storage heaters
- ground source heat pumps
- shared ground loops
- biomass boilers
Are there any costs to the customer?
We will not ask for a financial contribution from you if you qualify for help.
Who can apply?
If you own or live in a property within the Liverpool boundary and have an Energy Performance Certificate (EPC) rating of D to G you can apply for a grant.

Your household must also meet at least one of the following eligibility pathways.
Pathway 1 eligibility route
The household must live in a postcode that falls within Income Deciles 1-2 of the Indices of Multiple Deprivation (IMD:ID 1-2). Check if your postcode is eligible (GOV.UK).
Please note that your property being in an eligible postcode area does not guarantee funding. All funding is subject to further assessments on your home, and funding is limited which means we may not be able to help every household that qualifies.
Pathway 2 eligibility route
The household must either receive specific means-tested benefits or qualify under Route 2 of ECO4 Flex criteria. See the list of benefits below:
- Universal Credit
- Pension Credit (Guarantee Credit)
- Income-based Jobseeker’s Allowance (JSA)
- Income-related Employment and Support Allowance (ESA)
- Housing Benefit
- Working Tax Credit or Child Tax Credit
Pathway 3 eligibility route
The household’s gross annual income must be below £36,000 or meet the after housing costs (AHC) threshold, which is adjusted for their household size.
When assessing if a household qualifies under the AHC route, the process looks at total gross Income minus rent or mortgage payments. The remaining amount is compared to a set level that varies depending on the household size. View tables that show the maximum eligible ‘after housing costs’ income.
How to apply
The scheme is now oversubscribed for year two which runs from 1st April 2026 to 31st March 2027. You can still register your interest for year three which starts on the 1st April 2027.

We cannot accept any further applications or expressions of interest made direct to Healthy Homes either via email or telephone.

What happens after I have applied?
After you have submitted your application, you will receive a letter or email that will acknowledge your interest and state that your application will be considered in year three.
If your application is progressed further, one of our Engagement Officers will be in touch with you to complete an application. We may ask you for proof documents such as personal ID and financial information to verify your household income, or property deeds.
If your application is successful, your details will be passed to our framework contractor who will arrange a retrofit survey of your property, establish its current energy rating and the most appropriate improvements for your property.
If the retrofit survey indicates that works can be completed within budget and funding available, you may then begin the process of having works carried out at your property or be placed on a waiting list until funding is approved and available.
