Who is the data controller for the information I provide?
Liverpool City Council is the Data Controller for the personal information you provide. Our data protection notification is registered with the Information Commissioners Office (ICO) – Reference Z7624756. The Data Controller for this information is Emma Rathbone, Head of Service, Targeted Services for Young People.
Why we collect your data
Tracking young people’s participation is a key element of Liverpool City Council’s duties. The Council is required to collect and hold information about young people:
- in their last year of compulsory education (Academic year 11)
- for the two years after leaving compulsory education
- up to age 25 for those with a current Education, Health and Care Plan.
We do this because Liverpool City Council has a duty to support the Department for Education (DfE) framework to increase the participation of young people in education and training and reduce the proportion not in education, employment or training (NEET). By collecting this information we are able to support to young people to access suitable education, employment and training opportunities.
In addition, Liverpool City Council uses this information to ensure that:
- suitable education and training provision is available
- resources can be targeted effectively
You can opt out of using our service at any time by advising us that you do not require support.
What is the legal basis for collecting and processing this data?
Under Section 68 Education and Skills Act 2008, as updated by Section 20 of the Children and Families Act 2014 the Council has a duty to collect this information.
Information we may collect
Young people’s information is collected in the following ways:
- Your secondary school will provide us with your name, address and date of birth before you leave Year 11. If you have given consent, they may also provide additional information which would assist us in making contact and referring you to the most appropriate service.
- Organisations such as training providers and colleges have a duty to provide us with information about their current, prospective and former learners.
- Young people will provide us with their information directly when they sign up to use a service.
- If you move into Liverpool your previous local authority has a duty to provide us with information.
- Details may be cross-checked against other local or national sources to ensure the information we hold is accurate and up to date.
Who will your information be shared with?
- Engagement services working under contract to the council - currently Career Connect.
- Service providers e.g. training providers, colleges.
- Other departments within Liverpool City Council e.g. Children’s Services, Multi-Agency Safeguarding Hub.
- Other local authorities, to assist with their tracking duties, should you move to or from Liverpool.
How long will you keep this information for?
Information will only be kept for as long as necessary to enable us to provide services to the young people whose data is being held. After this period data will be permanently destroyed.

How will my information be stored?
Young people’s personal information is stored in a secure database with access restricted to key professionals who are required to sign appropriate data-sharing agreements and to undergo relevant training around the management of personal information and the requirements of data protection regulations.
Will my data be transferred abroad?
No.
