Refunds and help with the collection fee

How to get help if you cannot afford the green bin collection fee, and how to request a refund.

Help if you can’t afford the fee

If you are struggling financially and in urgent need, we may be able to waive the fee. We can only consider your request if you meet the full eligibility criteria.

You will need to provide your National Insurance number as part of the application. When you have submitted your application, we may ask you to provide evidence of your income or circumstances - we will contact you if we need to do this.

Will I get a discount if I sign up part-way through the year?

You pay an annual fee from the date you sign up.

Can I get a bin for leaves that have fallen from council-owned trees or my neighbour's trees?

No. The law states that a tree owner cannot be held liable for fallen leaves. If you don't wish to pay for a green bin, you can compost the leaves or take them to a recycling centre. We also routinely clear leaves from public areas such as public paths, highways and parks.
