Our improvement journey

In 2023, Ofsted said that while the majority of Liverpool's children in care were safe and settled, some wait too long to be placed in homes that meet their needs. 

In response, we have published a strategy that sets out our commitment to addressing the current gaps in provision. The Commissioning and Sufficiency Strategy 2025-2030 outlines a whole system approach designed to improve the lives of all children in our care.

How we plan to commission sufficient provision

Sufficiency means having enough homes within the Liverpool area to give children in care, and care experienced young people, the right place to live. 

Once implemented, the Commissioning and Sufficiency Strategy 2025-2030 will change how services are organised and delivered so they are better aligned to the needs of all the children and young people in our care.

    This strategy sets out how the Council will meet its Sufficiency Duty and how a whole system approach to Commissioning will secure better outcomes and services for our children, young people and their families.  A  focus is on providing stable homes locally that are of good quality for our looked after children and young people.
