Your questions answered

If you’re thinking about applying for one of our Youth Guarantee Trailblazer grants, we thought it would be useful to share some questions we have received from applicants, along with our response. We’ll add more as we receive them.

 

If your Company Registered office address is outside of the LCRCA region, but your intended delivery of any provision takes place (for the full duration of the funded period) at registered premises within the LCRCA region, then that would satisfy the grant funding rules currently in place.  Geographical delivery and the suitability of such would be tested through the full application process.

Full grant terms and conditions are not available for review at this point; however we will seek to supply this as part of any response to the application stage. 

We would not envisage groups of individuals who start a programme with one provider being purposely funnelled to another programme run by the same provider. That said, if this emerged as a helpful or relevant progression point then this could be appropriate, depending upon the young person’s circumstances i.e. any progression should be based on individual need. We would expect bidders to demonstrate the progression outcomes they intend to deliver and the suitability of such would be assessed as part of any formal application.

Within the Grant terms and conditions there are no notices or clauses that explicitly prevent new businesses or organisations from submitting bids to deliver services under this grant. The programme has been designed to encourage a diverse range of delivery partners, including potentially new or smaller organisations.  The suitability of newer organisations will be assessed fairly alongside other providers as part of the full application process.

The expectation is that this will be a shared/combined responsibility between the funder and the service provider, but the provider should not rely solely on the Council to recruit employers.  A bidding organisation will be expected to demonstrate what employer facing activities they intend to undertake to identify employment progression for participants.

Please do not add additional lines to the budget proforma.Insurance and utilities could be included under accommodation costs. Finance/HR time could be included under staff costs.

Your application can cover multiple activities under various arts or sports disciplines. However, your application will be for one grant. If you wish to offer a variety of disciplines under one grant application to the value of the grant (£24,000), that is acceptable. If you wish to deliver more than one discipline as a separate grant, you will need to submit additional application(s). 

At this stage, we have no confirmation of further Youth Guarantee Trailblazer funding beyond March 2026. However, LCC is currently in discussion with LCRCA, and we may know by the end of 2025 whether further funds will be available. At that point we would discuss further with successful applicants. However, delivery in future years will depend on successful delivery and evaluation in this initial Test and Learn period.

In line with due diligence and the full application process, this will be tested and subject to further discussion with bidders. There is also a clause that pertains to this type of situation in the standard terms and conditions.
