Public referrals

Are you a member of the public and concerned about someone who is at risk of radicalisation?

ACT Early 

In the first instance you should contact ACT - Action Counters Terrorism. You can share your concerns in confidence online or over the phone.

You can also contact the 24-hour national police Prevent advice line on 0800 011 3764.

If you believe your situation is an emergency, call 999 or the counter terrorism hotline on 0800 789 321 or visit Merseyside Police for details on how to report possible terrorist activity.

Council Prevent Team

You can also get in touch with the council's Prevent Team, Monday to Friday 9am to 4pm, to discuss your concerns or for advice and support. 

We can support those who are susceptible to being drawn into supporting terrorism or extremism as part of the Government's Counter Terrorism Strategy.

What happens next?

We will contact you to discuss your concerns within three working days.

This might involve us helping you to complete a Prevent referral form to enable us to share information with our partners and start the safeguarding process. This will ensure we provide the most appropriate level of help and support.

Any support that we offer is done through the Channel and Prevent Multi-Agency Panel (PMAP).  This is an early intervention and multi-agency approach to protect vulnerable people by:

  • identifying individuals at risk
  • assessing the nature and extent of that risk
  • developing the most appropriate support plan for the individuals concerned

We may offer support in the following areas:

  • support from a specialist mentor
  • social care support
  • specialist mental health support
  • help with accessing appropriate education support
  • housing support

No support can be provided to anyone without first obtaining their informed consent.
