Consultation on revised parking measures around the new Everton Stadium (Bramley Moore Dock)

What are we consulting on?
We are consulting on a revised scheme to manage parking around the new Everton Stadium at Bramley Moore Dock.
The original scheme went live on 17th February 2025 through an Experimental Traffic Regulation Order (ETRO).
After the new rules were introduced, many people contacted the council to share their concerns. We listened to those concerns and suspended some parts of the scheme whilst the new parking rules were reviewed and amended.
We have now completed the review and propose to introduce a revised scheme. This will apply to the areas previously suspended, along with minor changes to some parts of the scheme that weren't suspended.
The revised scheme will again be brought in using an ETRO. This will go live on Monday 4th August 2025, and will be in place until Monday 17th August 2026.
You can give feedback or object during the formal 6-month review period, which ends on 2nd February 2026. Any comments received after this date will still be considered up to 17th August 2026, or until the scheme is made permanent.
What are the proposed changes to the scheme?
Generally, the restrictions will still operate between the hours of 10am to midnight across the revised scheme, with the exception of the Great Homer Street area which will still operate from 8am to midnight all year round.
The main differences are:
North of Boundary Street
- The permit parking rules in the business and industrial areas will operate on ‘event days’ only. On these days non-permit holders will be able to park for up to 2 hours, instead of the previous 1 hour. The controls can be brought into operation any month of the year, rather than the previous period of 1st August to 30th June.
- The Macbeth Street and Great Mersey Street areas will become operational 10am to midnight all year round. This is to ensure that parking associated with all events are covered. The limited waiting/permit bays on Lancaster Street and Permit Parking Area (PPA) on the section of Great Mersey Street accessed via Lancaster Street will become operational on ‘event days’ only. This is to support the visitors and staff at the Rotunda.
- The Pansy Street area will remain operational 10am to midnight, 1st August to 30 June. New permit parking bays will be introduced on Lambeth Road and Smith Street to give residents additional space to park. To support local business needs, new limited waiting bays will be provided on part of Stanley Road, which will allow up to 2 hours parking, 10am to midnight all year round.
South of Boundary Street
- The permit parking rules in the business and industrial areas will operate every day all rear round. Non-permit holders will be able to park for up to 4 hours on days with ‘no event’, and for up to 2 hours on ‘event days’.
- The Pumpfields area will now have permit parking available, along with parts of Pall Mall and Chisenhale Street. This will be operational all year round with non-permit holders being able to park for up to 4 hours on days with ‘no events’, and for up to 2 hours on ‘event days’.
- In the 10 Streets Area, disabled parking bays will be provided on Regent Street to support visitors to Make CIC and other local businesses.
- In the Latimer Street area new limited waiting bays will be provided which will allow up to 2 hours parking, 10am to midnight all year round. These will be located on Limekiln Lane to support the Vauxhall Health Centre, and Silvester Street to support the Millennium Resource Centre and Silvestrian Suite.
What is an 'event day'?
An ‘event day’ refers to any sporting or non-sporting event at the new stadium which has, or is expected to have, 10,000 or more attendees.
The council’s Traffic Manager can also apply ‘event day’ rules for events at the stadium with fewer than 10,000 attendees or that are taking place at other locations like Goodison Park, Anfield or the city centre. This will be when there is a need to manage parking associated with these events.
The dates of upcoming events will be displayed on signs next to relevant parking bays and at the entry points to PPA’s. Road-users will need to check these to see when the rules apply.

Residents and businesses
If you live in or have a business in the area, you will need a permit to park during the times the revised scheme is in operation. We have already sent letters out to residents and businesses about the revised parking rules in their area.
- Residents will need a permit for each vehicle registered to their address and can also apply for one visitor permit per property. These permits are free of charge. Find out how to apply for a residents parking permit and the information you need to provide.
- Businesses can apply for up to 10 permits, which cost £50 each per year. If your business needs more than 10 permits, you can request this. Each request will be considered on a case by case basis. Find out how to apply for a business parking permit and the information you need to provide.
Frequently asked questions
- Area 1 – Pumpfields Area - Permit parking is being introduced along with limited waiting parking. This will allow 4 hours of limited waiting on non-event days and 2 hours on event day. This will operate 10am to midnight, 12 months of the year.
- Area 2 – Ten Streets, Love Lane & Roberts Street areas. Permit parking / limited waiting to operate with 4hrs limited waiting on non-event days and 2hrs on event days. This will operate 10am to midnight, 12 months of the year.
- Bath Street - No waiting at any time & no loading at any time restrictions
- Regent Street- 4 new disabled parking bays proposed operating at all times, located outside the Permit Parking Area.
- Area 3 - Latimer Street Area, limited waiting parking bays to be introduced to assist community facilities and local businesses. These will have 2 hours maximum stay 10am to midnight, 12 months of the year.
- Athol Street – limited waiting bay to be provided near to Stanley Road with 1 hour maximum stay, 10am to midnight, 12 months of the year.
- Area 4 – Walter Street Area - Permit parking / limited waiting to operate with 4hrs limited waiting on non-event days and 2hrs on event days. This will operate 10am to midnight, 12 months of the year.
- Blackstone Street Area – Permit parking / limited waiting (2 hours maximum stay) operating on Event Days only, 10am to midnight, 12 months of the year.
- Area 5 – No changes to the scheme previously introduced.
- Area 6 –Great Mersey Street will now operate 10am to midnight, 12 months of the year. A new permit parking bay will be introduced on Smith Street (o/s No’s. 17 to 27). Near the Rotunda; Great Mersey Street, Lancaster Street & Major Street - Permit parking / limited waiting (2 hours maximum stay) operating on Event Days only, 12 months of the year.
- The Pansy Street Area will remain as Permit Parking areas operational 10am to midnight 1st August to 30th June as it is within the existing controlled parking zone around Goodison and Anfield. New permit parking bays will be introduced on Lambeth Street & Smith Street (o/s No’s 31 to 37).
- Area 7 – Macbeth Street Permit Parking area to be operational 10am to midnight 12 months of the year.
- Esk Street and Juniper Street Areas - Permit parking / limited waiting (2 hours maximum stay) operating on event days only, 12 months of the year.
Complaints were made that the scheme initially introduced was causing concerns for businesses and residents.
The scheme was introduced on an experimental basis to allow issues to be picked up and changes to be made as required.
The areas generally south of Boundary Street were already operative 12 months of the year. Everton FC have advised that they could potentially host some events in July. This means that events could be held at any time of the year. The extended hours cover all eventualities.

Signs at the end of roads and next to parking bays where ‘event day’ parking is in place, will show the dates of upcoming events. Information on events will also be shared online by EFC and Liverpool City Council.
Everton Football Club has built a new stadium at Bramley Moore Dock, off Regent Road, with space for 52,888 people. Without parking rules like permits or waiting restrictions, visitors might park in nearby streets. This could cause traffic problems and inconvenience for local residents and businesses.
The parking scheme is a requirement for the stadium. It must be in place before any events can take place. The scheme also addresses commuter parking issues experienced outside of the city centre Controlled Parking Zone.
The operating times depend on where your home or business is.
- North of Boundary Street: The restrictions will operate from 10am to midnight, 12 months of the year. Some areas will be operative only on event days, others will operate on all days. The Pansy Street Area will operate 10am to midnight from 1st August to 30th June as this is within the existing controlled parking zone around Goodison and Anfield.
- South of Boundary Street: 10am to midnight, every day, all year round. This also stops commuter parking near the city centre. In many areas, different rules apply on event and non-event days.
This is except for Great Homer Street Area – 8am to midnight, every day, all year around.
“Double yellow lines” (no parking at any time) and “double kerb blips” (no loading at any time) will apply all year, everywhere in the zone.
We have introduced more flexibility into the scheme in some areas by making the restrictions operate on event days only, or that have different periods of time that non-permit holders can park on event days (2 hours) and on days when no event (4 hours) is taking place.
Some areas have other parking problems and these rules will help those as well.
- Residents permits are free. One permit per vehicle registered at your address and one visitor permit per property.
- Business permits are £50 per permit per year, up to 10 permits per business. Requests for additional permits will be considered on a case by case basis.
Residents need to provide proof of address documents dated within the last 12 months and may include any of the following:
- Council Tax bill or letter
- Electoral register letter
- Bank statement
- Utility bill
- Driving licence
- Mortgage or tenancy agreement
Proof of vehicle details must include:
- V5 registration document - this must confirm the car is registered at the applicant's address.
- Insurance certificate and schedule
Businesses need to provide proof of business location and a business rates account number.
Visitors must display a visitor permit. Residents are responsible for providing and collecting the permit. Parking on a driveway does not require a permit.
On Event days, visitors can park for up to 2 hours without a permit in the following areas.
- Blackstone Street area
- Esk Street area
- Juniper Street area
- Love Lane area
- Pumpfields Area
- Roberts Street area
- Ten Streets area
- Walter Street area
- Parts of the Great Mersey Street area
On non-event days, visitors can park for up to 4 hours without a permit in the following areas.
- Love Lane area
- Pumpfields Area
- Roberts Street area
- Ten Streets area
- Walter Street area
On non-event days, the restrictions are not in-force, so no permits are needed in the following areas:
- Blackstone Street area
- Esk Street area
- Juniper Street area
- Parts of the Great Mersey Street area
Signs will show the hours restrictions are in place.
Resident permits will be specific to a single vehicle.
Visitor permits will not have a specific registration on them so they can be used by different vehicles visiting your property.
Business permits will not have a specific registration on them so that they can be used by different vehicles for employees, visitors and customers associated with your business.
It will be your responsibility to provide and collect any visitor or business permits used by different vehicles.
The parking restrictions can be enforced on any day the restrictions are operative. With different restrictions in place in different areas, individual signs should be checked when parking.
The revised scheme and new parking rules will be fully in place by 4th August 2025.
You may get a ticket if you park on yellow lines, bus stops or other places where you cannot park.
There have been two test events at the stadium already. Another is planned for 9th August 2025.
The stadium will be fully operational for the 2025/26 football season.
You need to pay the fine following the instructions on the back of the PCN.
If you disagree why it was issued, then it can be challenged as per the instructions on the PCN.
If no permit is displayed, you could receive a Penalty Charge Notice (PCN). If you believe it was issued in error, follow the instructions on the back of the PCN to challenge it.
You can continue to give feedback or object during the legal objection period, which ends on 2nd February 2026. Any comments received after this date will still be considered.

Liverpool City Council will decide what to do next after the feedback period ends.
The stadium will have 52 parking spaces for disabled fans, which must be pre-booked with the club.
The club will also offer free shuttle services for disabled fans between the stadium and nearby car parks or Sandhills Station. You will need to pre-book a space with the club on the Everton FC website.
In the first instance Blue Badge holders should follow the guidance given in ‘The Blue Badge scheme: rights and responsibilities in England’. Blue Badge holders can park for as long as they need to in the suspended business Permitted Parking Areas but they will need to clearly display their badge. This is in addition to being able to park on yellow lines, unless there is a loading/unloading restriction, so long as a valid Blue Badge is displayed along with the blue parking clock and the vehicle is not causing an obstruction.
Most streets won’t have painted bays. Instead, signs at entry points will show parking rules. Some streets will have marked bays for loading, coaches or taxis.
No, having a permit doesn’t guarantee a space.
No, permits are valid only in the specific area shown on the permit.
No, permits don’t allow parking on yellow lines or other restricted areas.
Yes, permits must be renewed every year. There are no reminder letters, so check the expiry date on your permit.
Report it to Parking Services at pspermits@liverpool.gov.uk. If stolen, provide a police reference number. A replacement permit will cost £32.
No. Selling or misusing permits will result in them being cancelled, and you may not get another one in the future.
No, visitor permits are for people visiting your home, not the stadium.
If you have a valid permit for an existing scheme (for example, Great Homer Street, Great Homer Street West, Ten Streets or Love Lane), you can use it until it expires. Make sure you apply for a renewal in time.

What happens next?
The revised scheme will again be brought in using an ETRO. This will go live on 4th August 2025, and will be in place until 17th August 2026.
We will analyse and review feedback to see whether further localised or area-wide modifications are needed before the review period expires on 2nd February 2026.
If there are no outstanding objections and the scheme is operating effectively, it will then be made permanent.
If there are outstanding objections to the scheme that cannot be resolved, these will be considered by a future Highways and Public Spaces Representations Committee. The committee will make the final decision on whether to support the objections or not, and whether to make the scheme permanent.
