2040 Vision and Strategic Framework
Liverpool together towards 2040: where no one is left behind.

Our plan to 2040 is a strategic framework which provides a collective, long - term vision for the type of city we want the next generation to inherit.
A child born today will be nearing adulthood in 2040 and our aim is for the next generation to inherit a better city than the one we live in today.
Liverpool in 2040 will be a place that offers greater opportunities than ever before to people from all backgrounds.
By 2040, Liverpool will be a place where:
- People are safe, secure and happy in their neighbourhoods and homes
- All residents are supported to live healthy lives and are protected from a changing climate
- There is a prosperous and inclusive economy, which is built around an exciting and innovative city

This is a shared vision from public, private and community/voluntary sector leaders across Liverpool. It builds upon the ambitions set out in all of our partnership organisations own plans and supports the Liverpool City Region mayor’s vision: The best place to grow up, grow a family, and grow a business – where no-one is left behind.
Our city has huge potential to build on – not least the joy, spirit and personality of the people who live here. But it is also a vision which recognises the need for radical and systemic changes to address the big challenges we face in health, education, climate change and inequalities.
Liverpool does not shy away from big thinking. From fighting infectious diseases to designing the future of computing – it is a place where ideas, creativity and social responsibility have transformed the world we live in.
As city leaders, we will foster and embrace such innovation and creativity to deliver our vision for 2040. And we recognise that this change must begin with how our public services are delivered. So, we will work together in new ways – reimagining public service delivery by working to a shared set of goals across organisations, joining up resources, focusing on prevention and early intervention, and forming a more reciprocal relationship between state and citizens.
