Goal 3: A Fair Transition to Net Zero
Our goal for 2040 - Liverpool will achieve a fair transition to net zero and will have a thriving natural environment. The city will adapt and be resilient to the increasing risk of extreme weather events.

Goal 3 outcomes (11 to 15)
To realise our goal, we will progress the following outcomes:

Buildings and our energy supply are decarbonised
We will seek investment and deliver a comprehensive plan to reach net zero, which will include reducing carbon emissions from Liverpool’s buildings, houses and our energy supply. We will seek to maximise the community benefits from transition and to do this in a way that is fair to our different communities.

Emissions from travel are reduced
Transport is the second largest contributor to carbon emissions in Liverpool, with most of this due to road transport. To reach net zero, we will seek to move as many journeys as possible to active travel, shared mobility and public transport. The remaining vehicle journeys will be via electric or other non-fossil fuelled vehicles.

Liverpool becomes a zero waste city
Across the city, we will make the most efficient use of resources by reducing our demand on them and maximising the reuse, recycling and recovery of resources instead of treating them as waste. As part of this, we will need to stop materials with high carbon content from being incinerated.

There is greater resilience to the impacts of climate change
We will adapt to protect infrastructure and public services from the increasing risks of extreme weather events, whilst supporting communities across the city to be more resilient to climate risks.

The city has a thriving natural environment
We will protect, conserve and enhance Liverpool’s natural environment in every neighbourhood – improving people’s wellbeing and addressing the crisis in biodiversity at a local level. We will celebrate and improve the city’s green spaces and parks.
