Goal 2: Healthy Lives
Our goal for 2040 - We will create a healthier, happier, fairer Liverpool for all. We will combat the wider determinants of poor health, shift resources towards prevention, integrate our services to develop health creating communities across the whole city, and focus interventions on the people in most need.

Goal 2 outcomes (6 to 10)

Focused action to reduce health inequalities and improve healthy life expectancy
We will work to reduce the differences in life expectancy and healthy life expectancy between communities in Liverpool and between Liverpool and elsewhere in the UK. We will focus on reducing preventable mortality and tackling the social determinants of poor health – such as access to good-quality jobs, provision of quality and affordable housing, reducing poverty and making healthy food more accessible.

Integrated services are shaped around the needs of our population
We will provide system leadership to ensure that health, care, and wellbeing services are targeted, effective and responsive to local needs. We will coordinate interventions for people with complex lives, long term conditions and frailty. We will develop a new integrated model for community-based urgent care services and develop a long-term blueprint for our public estate.

People live in health promoting communities
We will work with community organisations and carers to ensure that every person in every community has the opportunity to live their healthiest life. We will address the barriers to wellbeing and participation, particularly for older and disabled people. We will empower and support people to maximise their independence, offering support to the most vulnerable by building on peoples’ strengths.

There is a system focus on prevention, early intervention and health equity
We will use a blend of all-age services to become more preventative and focused on early intervention. We will work with partners to adopt a life-course approach centred around total health and wellbeing needs. We will ensure that those most in need are able to access care and support.

Mental health and wellbeing is improved
We will work to create conditions for good public mental health and wellbeing. We will improve mental health outcomes through access to preventative and integrated services across the city. Critically this will mean prioritising screening and early intervention for mental health, in addition to training health and care staff to be emotionally informed and better support people in crisis.
