Monitoring progress

This Framework (2025-2040) provides:

  • the overarching strategic vision for the city which describes the Liverpool we collectively want to see by 2040. This vision reflects, and is reflected in, each of our partner corporate plans;
  • eight goals and a prioritised list of 40 outcomes that we will pursue to progress the vision, and
  • a route map and principles for how we can get there through promoting place-based and systems leadership, and through public service reform collaboration and innovation within and across the city.

Delivery will be achieved through:

  • the day-to-day activity of partner organisations, and the delivery of corporate plans;
  • a multitude of city-wide partnership boards, working groups and initiatives, and
  • any specific task and finish activity commissioned by the LSP.

Reporting and monitoring our progress

The Liverpool Strategic Partnership Board will maintain oversight of progress against the Liverpool 2040 Monitoring Framework.

We update this report every year to coincide with the Liverpool 2040 State of the City event. The Liverpool Strategic Partnership hosts this event to report and reflect upon progress and discuss where we go next.

The chosen indicators measure Liverpool’s progress and performance against the outcomes, relative to national and city comparators.
