Vision

Liverpool together towards 2040: where no one is left behind.

Our plan to 2040 is a strategic framework which provides a collective, long-term vision for the type of city we want the next generation to inherit.

Goals and outcomes

Our 8 goals outline the vision thematically. Our 40 outcomes are aligned to the 8 goals - these provide the priorities for what we wish to achieve and the framework for measuring progress:

    3. Child poverty and inequalities are reduced
    4. Excellent education delivers improvements in attainment, wellbeing and employability

    1. Focused action to reduce health inequalities and improve healthy life expectancy
    2. Integrated services are shaped around the needs of our population
    3. People live in health promoting communities
    4. There is a system focus on prevention, early intervention and health equity
    5. Mental health and wellbeing is improved
  3. A Fair Transition to Net Zero

    1. Buildings and our energy supply are decarbonised
    2. Emissions from travel are reduced
    3. Liverpool becomes a zero-waste city
    4. There is greater resilience to the impacts of climate change
    5. The city has a thriving natural environment
  4. Safe, Cohesive and Clean Communities

    1. Local people are proud of where they live
    2. Our community organisations are strong and resilient
    3. People feel they belong to the city, and to their neighbourhood
    4. Public services are more responsive to the different views and ideas of our citizens
