Goal 5: Quality Homes
Our goal for 2040 - All of Liverpool’s citizens will live in safe, sustainable, affordable and quality homes that meet their needs and support their aspirations.

Goal 5 outcomes (21 to 25)
To realise our goal, we will progress the following outcomes:

Quality homes support people’s needs and aspirations
We will support the national mission to increase the rate of housebuilding across Liverpool, whilst proactively ensuring that new housing meets the needs and aspirations of current and future residents.

Homes and neighbourhoods are improved
Partners will provide an effective multiagency approach to neighbourhood management and regulatory enforcement, work together to regenerate local areas, bring empty homes back in to use and improve the quality, safety and choice of housing.

People have healthier lives in more sustainable homes
We will proactively seek opportunities to improve housing standards and retrofit the existing stock to accelerate the transition to net zero, improve health outcomes, reduce health inequalities and reduce fuel poverty. We will target our interventions on those people and properties in most need of support.

Homelessness and rough sleeping are tackled
We aim to end homelessness and will continue to work in partnership to identify and commission a mixture of housing solutions. We will provide better quality short-term options to prevent those at risk from becoming homeless and improve the general support, advice and customer experience of services.We aim to end homelessness and will continue to work in partnership to identify and commission a mixture of housing solutions.

There are improved housing options for people with support needs
We will ensure there are sufficient housing options available for households with specific support needs, including those with physical or mental health conditions who require accessible homes in which support can be flexibly provided, or in some cases specialist housing with more support provided onsite.
