Goal 1: The Next Generation
Our goal for 2040 - All babies, children and young people in Liverpool will be safe, healthy and happy. We will invest in the next generation and support them to reach their full potential.

Goal 1 outcomes (1 to 5)
To realise our goal, we will progress the following outcomes:

Families and children feel supported to thrive
We will establish a new partnership board/ group to provide a shared commitment and action across organisations to improve outcomes for all children, young people and their families. Our aim is to provide a Family Hub in each neighbourhood, bringing together different services in a ‘one stop shop’ to make it easier for families to get the help they need.

Children have the best possible start in life
We will focus on improving outcomes in the first 1001 days of a child’s life and provide every child with the support and opportunities needed to start school ready to learn and reach their full potential. We will ensure early and preventative intervention to reduce infant mortality rates in Liverpool through joined-up action.

Child poverty and inequalities are reduced
We will combat child poverty by working with individuals, families and communities to provide access to opportunities and support including improved housing and living conditions. We will particularly focus on addressing inequalities including around race, disability and improving outcomes for children in care/care experienced.

Excellent education delivers improvements in attainment, wellbeing and employability Liverpool’s children
Liverpool’s children and young people will all access a high quality, rounded and inclusive education, delivered by well-trained and passionate teachers. Schools will ensure a safe and supportive environment to promote wellbeing, personal development and prepare pupils for their next step into adulthood. We will improve school attainment and progress across the city, and particularly for children with special educational needs and disabilities, those living in care and care experienced children. Our universities and further education providers will play a significant role in raising aspirations and attainment and creating pathways into work – particularly amongst the most disadvantaged young people.

Liverpool is recognised as a child friendly city
We will embed the voices of children and young people in all areas of our work. We will co-design and deliver Liverpool’s ambition to become a UNICEF child friendly city and facilitate children and young people to meaningfully participate in decision-making, ensuring the voice of the child is reflected in all the work we do.
