Goal 8: Vibrant Public Services
Our goal for 2040 - Liverpool will have a thriving civic society where active citizenship is promoted and public services and governance bodies are representative of, and deliver outcomes effectively for, all our communities.

Goal 8 outcomes (36 to 40)
To realise our goal, we will progress the following outcomes:

There are joined up services for people and places
We will end the current siloed and reactionary approach to public service delivery. Public servants will build more meaningful relationships with people within places – building on strengths and fostering connections. We will empower public servants to redirect resources, collaborate and innovate across organisations and policy areas – focusing on the whole needs and priorities of individuals and our diverse communities.

More resources are focused on prevention
We will make the case for greater devolution and flexibility of budgets and target-setting, enabling more of our resources to be spent on preventative services – for example, shifting the balance of spending in Liverpool away from treating people in hospitals to preventing serious illness through primary, community and social care interventions.

There is active citizenship and a thriving community sector
We will enable citizens in Liverpool to more meaningfully shape service delivery and effect decisions which matter to them. This will mean more co-production and less reliance on restrictive consultations, and empowering local voluntary and community organisations through improved commissioning practices and use of public assets.

Public services are consistently designed and operated in a way that serves the diversity of people who live in our city
We will deliver anti-racism and antipoverty strategies for the city and will seek to reduce inequalities linked to protected characteristics and their intersectionality. This requires improved engagement, awareness raising, codesign, better use of intelligence, and ensuring that our senior leaders and workforce are more reflective of the communities that they serve.

Innovative and effective services are informed by evidence to drive up standards
We will design more responsive and innovative services in Liverpool through greater collaboration, shared intelligence and improved engagement with our research institutions. We will employ evidence-based decision making and learn from what works in Liverpool and elsewhere – with strong evaluation focused on measuring our impact on the long-term goals and outcomes set out in this vision.
