Why we need to work differently
Public services across England are facing unprecedented challenges in an increasingly strained fiscal environment. This includes the rising demand for services across a larger and more diverse population, increasing complexity of needs, evolving resident expectations, digital transformation, and broader workforce challenges. These challenges are particularly acute in Liverpool.
The Liverpool Strategic Partnership has identified a priority focus on public service reform to bring about a radical change in the way we work together as partners, delivering more joined up and prevention-focused services that better deliver against our longterm vision.
What we mean by Public Service Reform in Liverpool
Public Service Reform (PSR) in Liverpool means redesigning our services to better respond to different place-based needs and to support better outcomes for individuals, families, and neighbourhoods. We want to deliver public services that are designed and operated to serve the diversity of people that work, live and study in our great city. Working through the LSP a bespoke public service reform model is being developed for Liverpool. This will be based upon the principles of public service reform which include:
- strong city-wide leadership and governance, to enable bold decision making
- investing in a preventative approach
- building on the strengths of individuals, families and our communities rather than focusing on the deficits
- collaborating with residents, communities and VCSE sector in the design and delivery of public services
- promoting equality and tackling inequalities
- improving the use of intelligence to ensure we deliver the right interventions at the right time.

If delivered successfully, these reforms should lead to a range of positive impacts
