Who is the data controller for the information I provide?

The Neighbourhood Services Directorate works under the legal obligations and conditions of both the Principles of the Data Protection Act (DPA) and the Articles of the new European General Data Protection Regulation (UKGDPR). Liverpool City Council is the data controller of your information.

What is the legal basis for collecting and processing this data?

The primary lawful condition for processing and sharing your information will be explicit and informed consent.

However, in order to comply with our statutory obligations a public task condition will oblige us to share your information with authorised partner agencies such as crime, safeguarding or fraud agencies. 

When this does occur, we will ensure the information we share is both reasonable and proportionate. 

Information we may collect

The information we may collect we be varied depending on the service that is being requested or prescribed. However, from a data regulatory perspective it is categorised as personal and special category data.  

Do I have to provide this information, and what will happen if I don’t?

No, but this may have an adverse effect on our ability to act on your or the neighbourhood’s behalf. It is very important that our neighbourhood services can plan and realign its delivery of services to meet the needs of Liverpool’s citizens.

To do this, we carefully use the information we collect about how neighbourhoods and wider council services are delivered and who is using these services.

We will collect your information to ensure we keep you informed of initiatives, programmes of work and events across the city, or at a neighbourhood level, which are led by the council, its services and partners.  

The council has a number of statutory and legal obligations including the safeguarding of adults and the statutory functions of public health which is now part of the council’s responsibility.

Who will your information be shared with?

Even though we are required to share your information with authorised partner organisations, we will ensure this is done in a secure manner, and the information is proportionate in order to deliver your services.

These partners will also include organisations that we commission along with other organisations that provide services within the community such as housing associations, charity, advocacy and support groups. 

How long will you keep this information for?

We make every effort to keep all the personal data it holds secure, whether held electronically or as paper copies. Please see What we do with your data for the council's full retention schedule.

How will my information be stored?

All core information is securely stored within a number of Liverpool Council systems. Other information may be housed in protected electronic environments. We also ensure that only members of staff with a legitimate reason to access your information have permission to do so.   

Will my data be transferred abroad?

No.
