What is a Pharmacy Needs Assessment?
The Pharmacy Needs Assessment (PNA) looks at whether the pharmacy services in Liverpool meet the needs of local communities.
It considers:
- where pharmacies are located and the services they provide
- how people access pharmacy services
- local health needs
- whether there are gaps in provision
- how they can support better health and wellbeing
Why is a PNA important?
By law, every English health and wellbeing board must produce a PNA.
The PNA is used by NHS England, pharmacy providers and health and care partners to plan and commission pharmacy services across Liverpool.
Liverpool’s Pharmacy Needs Assessment
The assessment brings together information about pharmacy services to meet the health needs of the city.
It uses:
- population and health data
- pharmacy service information
- feedback from residents and communities
- information from health and care partners

The Pharmaceutical Needs Assessment (PNA) is a statutory document that assesses the pharmacy needs of the local population. This includes dispensing services as well as public health and other services that pharmacies may provide.

Supplementary Statements
Supplementary Statements help keep the PNA accurate and up to date. They are published when changes are made to services after the PNA is completed such as:
- a pharmacy opening or closing
- changes to pharmacy locations or services
- other updates that affect pharmacy services
