Adult Social Care

Care Act eligibility

Liverpool City Council's Adult Social Care helps people identify ways they can continue to live their lives in the way they wish and to maintain their independence where possible.

We provide advice and support to adults from the age of 18 who may have:

  • a physical or sensory impairment,
  • a learning disability,
  • a mental illness, and 
  • adults whose independence is at risk due to age or frailty.

We refer to the Care Act eligibility to determine if a person is eligible for support.

The decision-making process for adults with care and support needs is based on the following outcomes:

  • Do the needs arise from a physical or mental impairment or illness?
  • Do these needs mean that the adult is unable to achieve two or more of the listed outcomes?
  • Is there consequently a significant impact on the adult's wellbeing?

If you think you may need support from adult social care, finding out about things in your local area can be a good starting point. There is a range of advice, support and activities in the Liverpool City Region that are open to everyone. There may be something you can access that will mean you do not need a formal assessment or support from adult social care.

How to request an assessment

If you or someone you know is eligible under the Care Act you can complete an assessment online. This will ask you some questions to find out a bit more about your circumstances.

What happens next?

Depending on your circumstances, we may decide to carry out a full care needs assessment. This gives us an opportunity to ask what will help you to improve your wellbeing and live how you want to live.

We will ask what's important to you and make sure the plan is tailored to help achieve your specified outcomes.

If we don't feel a full care needs assessment is appropriate we will discuss other options with you.

If you are not eligible under the Care Act

If we assess that you are not eligible for support under the Care Act, we can still tell you about other services and ways that you might find funding to pay for them.
