Our Sustainable Procurement Strategy sets out how we will use that spending power to:
- deliver high-quality public services
- support local businesses
- strengthen communities
- create positive environmental outcomes for the city.
The strategy aligns procurement activity with the Council Plan, Liverpool 2040 Vision, the Procurement Act 2023 and wider national and local priorities.
How suppliers can contribute
Our procurement decisions consider not only cost and quality, but also the wider benefits suppliers can deliver for Liverpool.
By working with us, you can help:
- create jobs, skills and training opportunities for local people
- support local businesses, SMEs and voluntary sector organisations
- deliver social value and community benefits
- contribute to Liverpool's Net Zero ambitions and environmental goals
- promote ethical, fair and inclusive business practices
- support high-quality, efficient public services
Our strategic priorities
Our five strategic pillars guide the way we make procurement decisions and manage contracts.
- Fairness and equality
- Environment
- Society, community and economic
- Compliance and improved service
- Leadership
These priorities are supported by the Council's Contract Management Framework and refreshed Social Value Policy to help ensure procurement delivers lasting social, economic and environmental benefits for Liverpool.
