Action Counters Terrorism - Martyn's Law

Martyn’s Law, also known as The Terrorism (Protection of Premises) Act 2025, is a safety law to help protect people from terrorism in public buildings and venues. It is named after Martyn Hett, who died in the Manchester Arena attack in 2017.

Venues and organisers must keep people safe. The safety measures you use should match the size and type of event, based on a two-tier capacity system.

Venue capacity

Standard tier of 200 to 799 people

 This applies to most premises with a capacity of 200 to 799 people, including:

  • community centres
  • small theatres
  • independent cinemas
  • medium-sized retail outlets

The standard tier requires basic security steps like staff training, emergency plans and registering with the Security Industry Authority (SIA).

Enhanced tier of 800 people or more

 This applies to premises and events with a capacity of 800 or more people, including:

  • stadiums
  • large shopping centres
  • major festivals

In addition to the standard tier requirements, the enhanced tier requires more robust measures such as CCTV, bag checks and formal security planning - including a designated senior individual responsible for compliance. 

The law was passed in April 2025 and organisations and venues have two years to become compliant. We encourage you to start planning now as early action will:
•    ensure smoother compliance when enforcement begins
•    enhance public safety and reduce reputational risk
•    align with good practice in counter-terrorism preparedness

How to prepare

Premises should:

  • identify which tier you fall into
  • assess vulnerabilities and potential attack methods
  • train staff and embed a security culture
  • review communications and emergency response plans
  • engage with Counter Terrorism Security Advisers for tailored support
