Consultation on Future Housing Management Services

What are we consulting on?

Liverpool City Council currently uses an external managing agent to manage their social rented properties.  The current contract is coming to an end, and we will shortly begin a formal procurement process to appoint a new managing agent. This review falls under Section 27 of the Housing Act 1985, which enables councils to enter into management agreements with external organisations.

The council is proposing to continue the management of its social housing through an external managing agent appointed under a management agreement.  Before making that decision, we are consulting tenants and inviting comments on the proposal itself as well as on the standards that should apply to any future management agent.

How to comment

If you have a Liverpool City Council tenancy agreement, a copy of the survey will be delivered to your home with a pre-paid return envelope in August 2026, there will also be a link for you to complete the survey online if you prefer.

There are no right or wrong answers — we want your honest views. Everything you share will be treated confidentially and used only to inform the procurement process.

What happens to my views?

In obtaining your co-operation to participate in the survey, we undertake that all the information that you provide will be treated as confidential and will only be used to inform the requirements of the new housing management contract.

Your comments will not be identified as belonging to you, instead they will be combined with those gathered from other survey participants and will be analysed as part of a group.

Once the consultation closes, results will be accessed by a restricted team of Liverpool City Council staff only. The results will only be used to inform Liverpool City Council’s specification for a new housing management service.

The data from this consultation will be kept securely for a maximum of 12 months and then destroyed.

What happens next?

A summary of the consultation findings will be published on the consultation results page as soon as the results are available.
