Pillar 1 progress update

A strong, vibrant and fair economy for all

  • A draft Inclusive Economic Growth Strategy was approved by Cabinet in Dec 2024 for public consultation and a delivery plan is in development;
  • A regeneration partnership, Imagine, was established in May 2025 delivering a key recommendation from the Liverpool Strategic Futures Advisory Panel;
  • Liverpool is set to become the first city to establish a locally-led urban development corporation accountable to the council rather than the Secretary of State. It will be responsible for accelerating delivery of a regeneration programme to the north of the city-centre;
  • A new town proposal, Liverpool North, has been submitted to expand the regeneration to this northern fringe of the city into the south of Sefton;
  • Paddington Village expansion has commenced with master-planning taking place for Paddington south, accelerating the city’s research, development and innovation sectors;
  • The Local Plan has been fully embedded across the council’s decision-making and planning documents to supplement the plan are being developed (incl. waterfront vision and SPD);
  • Worked with city region partners to establish a local visitor economy partnership and to develop a destination management plan;
  • Hotel occupancy has increased by nearly a fifth since March 2023; and
  • Liverpool has continued to attract major events including BBC Radio One's Big Weekend 2025, the inaugural World Boxing Championships and as a host city for Euro 2028.
