Refugee resettlement programmes
Liverpool is proud to welcome people who have been forced to leave their homes. We take part in several national resettlement programmes run by the UK Government.
What resettlement means
Refugee resettlement is a UK Government programme that brings people who cannot stay safely in their home country to live in the UK.
In Liverpool, we work with partners to provide housing, education, healthcare and community support so people can rebuild their lives.
Resettlement schemes we support
We take part in three government-led resettlement schemes:
- UK Resettlement Scheme
- Afghan Citizens Resettlement Scheme and Afghan Relocations and Assistance Policy
- Homes for Ukraine
UK Resettlement Scheme
The UK Resettlement Scheme (UKRS) supports refugees from around the world. It is funded by the Home Office.
A person or family will receive five years of support from Liverpool City Council’s Resettlement Team, focused on key integration indicators: work, housing, education, health and social care, and social links.
Afghan Citizens Resettlement Scheme and Afghan Relocations and Assistance Policy
ARP brings together the Afghan Relocation and Assistance Policy (ARAP) and Afghan Citizens Resettlement Scheme (ACRS), which were launched following the British withdrawal from Afghanistan. They are funded by the Home Office.
A person or family will receive three years of support from Liverpool City Council’s Resettlement Team, focused on key integration indicators - work, housing, education, health and social care, and social links.
Those arriving on UKRS and APR in Liverpool can access welcome guides. They can also email the at resettlement@liverpool.gov.uk for advice and support.
Homes for Ukraine Scheme
This scheme allows UK residents to offer people fleeing the war in Ukraine somewhere to live. We offer guests from Ukraine and their Liverpool sponsors local support.
Our refugee hosting coordinators contact sponsors and offer:
- help with local authority checks
- updates about the scheme
- hosting placement support for both guest and sponsor
- advice and information
Guests who secure their own social or privately-rented housing can request a free furniture pack. They can also email us at homesforukraine@liverpool.gov.uk for their arrival payment and support.

Hong Kong UK Welcome Programme
This scheme started in January 2021. It is for British National (Overseas) status holders from Hong Kong. It allows for them to come to the UK with their eligible children.
We are not involved in the delivery of this scheme but may be able to provide advice and support. Please email resettlement@liverpool.gov.uk.
