Issued with a PCN? Make an informal challenge

You must make an informal challenge within 28 days of the Penalty Charge Notice (PCN) being issued,

If you challenge a PCN within 14 days of the issue date and your challenge is rejected, you can still pay the discounted rate if your challenge is unsuccessful. 

Please have your PCN and car registration details to hand before you submit an online challenge.

If your informal challenge is rejected and you still do not pay, you must wait to be issued with a 'Notice to Owner' (NtO) to make your next appeal.

We cannot give any information about existing challenges or process challenges over the phone.

Issued with an NtO? 

When you receive an NtO in the post you have two options. You can make the payment or you can make a representation.

You need to make your representation within 28 days of receiving the NtO letter. We will look at your reasons and we will write to you with our decision.

Received a Notice of Rejection (NoR)?

You will receive a NoR if your representation against an NtO is unsuccessful. You still have the option of appealing the NoR to the Traffic Penalty Tribunal (TPT) within 28 days.

The TTP is separate from Liverpool City Council and will look at your appeal.

Received a Charge Certificate?

If you have received a Charge Certificate, you can no longer appeal the charge. You can pay at the current rate or you can wait for the Order for Recovery.

Issued with an Order for Recovery?

If you do not pay the fine when you receive the Charge Certificate, an Order for Recovery (OfR) will be sent to you.

When you receive the OfR, you can no longer appeal the charge. You can pay at the current rate or you can make a witness statement to the Traffic Enforcement Centre based on four grounds:

  • you did not receive the PCN or NtO
  • you made representations to us but did not receive a response
  • you made an appeal to TPT but did not receive a response
  • you paid the PCN

If your PCN has been sent to an enforcement agent, you need to speak to them or speak to the Traffic Enforcement Centre.
