Parks do's and don'ts

We want everyone to enjoy our parks and greenspaces and we ask that you are respectful and considerate of other people and their surroundings. We have policies and byelaws in place, which are enforced by City Watch.

Protection of the ground, its wildlife and the public

You cannot:

  • access parks outside of advertised opening times
  • climb or remove barriers or trees
  • graze animals, except on designated land
  • kill, disturb, molest and hunt wildlife or set snares or traps
  • erect any post, rail, fence, tent, stand or other structure in the ground unless an approved licensed event with land use agreement and public liability insurance
  • sell anything unless it is an approved tendered concession
  • with the exception of licensed events, continue a noise nuisance after being asked to stop (shouting, singing, loud music or instruments, other similar devices) 

Horses, cycles and vehicles

You cannot:

  • go horse riding, except on designated bridleways
  • ride or drive any motorised vehicles (except for council maintenance vehicles or where there is a right of access for tenants)
  • skate on rollers, skaters or wheels in a manner that causes danger or nuisance to others

Play areas, games and sports

You cannot:

  • use a gaming area for other than its intended purpose
  • play golf in areas not designated for golf courses
  • use play equipment or areas where signage indicates use is for under 14s, if you are older

Waterways

You cannot:

  • bathe in or pollute water courses
  • boat on lakes, except model boats by agreement

Model aircraft

You cannot:

  • fly model aircraft or allow to take off or land within the grounds
  • fly drones unless a formal application has been granted by the Film Office.

 Other activities not permitted in parks

The risk of fire and harm to animals is too great.

Barbecues have caused scorched ground and fires as a result of poor disposal, as well as smoke pollution. Please consider a picnic instead and remember to clear all your litter.

Except for permitted model boating, only the park lakes team and Merseyside Police can access lakes. Boating is detrimental to water quality. Dogs are not permitted in any park watercourse. See dogs in public spaces for further information.

We do not grant permission except for permitted organised displays as part of Safety Advisory Group approved and licensed events. Unauthorised use on the street or public spaces is classed as antisocial behaviour and should be reported to Merseyside Police on 101 or 999 in an emergency.

The law states you must not set off or throw fireworks or sparklers in the street or other public places.

These are only allowed for large scale licensed events with land use agreement and public liability insurance. Anyone erecting bouncy castles in parks will be moved on and cautioned by City Watch or police and would be personally liable for claims resulting in the event of damage or injury to parks users.

We regret that we cannot allow the scattering or burial of ashes in any of our parks. Please see our cemeteries and crematoria for alternative options.

Parks are not intended for night time use. Enforcement action will be taken if anyone is found in parks after the advertised closing times.

Caravans and campervans are not allowed in parks, unless in a car park to access the park for casual daytime use. Overnight parking is not permitted.

Circuses and funfairs, as part of authorised event booking, will be sited within their event compound.

A YouTube trend using canoes as sleds is damaging to parks grounds and trees. This is not allowed.

The flying of drones is not permitted. The only exception is for formal applications as approved by the Liverpool Film Office.

You cannot fish in park lakes without a permit. Angling permits are managed by City Watch Safer Parks Team. 

Raised fire pits, as part of licensed events such as forest schools, are allowed with the relevant public liability insurance and a parks land user agreement. 

This is the leaving of a trail to allow a chase of a runner. The use of seemingly harmless deposits such as flour has triggered a number of costly environmental investigations when powers have been logged as poisons or drugs. Additionally, dogs have fallen ill from eating dropped items.

In the event of icy weather, do not attempt to walk on frozen waterways or allow children or pets to play on or near them. This is incredibly dangerous and there have been a number of UK deaths due to cold shock when people or dogs have fallen through the ice.

Parks are not gritted or cleared of snow and will be slippery in icy weather. Consider alternative routes as access is at your own risk.

This is bad for water quality and wildlife and has unearthed dangerous items. If done without permission you are trespassing and anything found is considered 'theft by finding'.

With the exception of the council's memorial benches, we regret that no memorialisation is possible in parks. Cemeteries and crematoria gardens are better suited and offer a number of memorial options.

You cannot install your own benches, furniture or plaques and we will remove any unauthorised installations.

For plantings, we would need to consider the species, size and location as well as the period of establishment, which can be expensive. We must ensure plantings meet our required standards. Sadly, trees planted in previous years have been vandalised or destroyed, causing upset to families.

Any plantings in parks must be planned and agreed with parks officers, although no visible memorialisation will be allowed. Contact us to discuss if any requests can be accommodated within our tree replacement programme or other options.
