Stages of the plan's development

Regulation 18 - Scoping
We announce the preparation of a new Local Plan. We invite feedback on what it should contain.

Regulation 18 - Informal Draft Plan
Launch of a consultation. We ask for views on the Informal Draft Local Plan.

Regulation 19, 20, 22 and 24 - Submission Local Plan and examination
We publish a Submission Draft Local Plan is and invite comments on it. Government examination of this draft by an independent inspector.

Regulation 25 and 26 - Inspector's Report and Adoption
Inspector publishes their report. The council adopts the new Local Plan.
Stage one: Scoping consultation
During Autumn 2024 (16th September to 8th December) we consulted on a scoping document which outlined our:
- spatial vision for Liverpool
- strategic objectives
- planning policy framework

This engagement scoping document is one of the first steps in developing a new Local Plan for Liverpool. Through this document we are asking for your input into our spatial vision, strategic objectives and planning policy framework for the city.

Stage two: Regulation 18 - Informal Draft Plan
The stage two consultation ran from 19th September to 9th November 2025, to get your views on the Draft Liverpool Local Plan 2025 to 2041.
This Draft Local Plan is not a complete initial draft plan. It is a draft version which provides more detail about Local Plan content and includes draft policies and in some cases placeholders for policies. This means that a number of chapters need further development, but this plan sets out all matters to be covered by a policy and policy scope where a full draft policy is not yet set out.
The Draft Local Plan does not include a full Policies Map it does however include a map which shows the following:
- Housing Allocations
- Employment Allocations
- Residential-led mixed-use allocations
- Employment-led mixed-use allocations
- Mixed-use area allocations
- City Centre Character Area Map
