How to make a Level 3 referral
All organisations should refer the child and family to the Early Help Hubs for support using our early help referral form.
- Step 1: Obtain consent from the parent carer. If consent to a referral is denied when you are concerned about a child at Level 3 please get advice from an Early Help Hub.
- Step 2: Complete the early help referral form below.

- Step 3: Your referral will be triaged by a consultant social worker.
- Step 4: The consultant social worker or team manager who reviews your early help referral form will email you about the outcome.
Things to consider when making an early help referral
Sharing information
Information sharing helps to ensure a child receives the right services at the right time and prevents a need from becoming more difficult to meet. Don’t assume that someone else will pass on information. If in doubt, speak to your manager.
Challenging other professionals
Challenging other professionals can be difficult. If you don’t agree with a decision made by another professional, it is important that you speak to your manager.
The Local Children’s Safeguarding Partnership has an escalation policy which provides a clear process on how disagreements between partner agencies should be dealt with. The focus of your challenge should be the child’s lived experience.
