Ground rent due to us
If Liverpool City Council owns the freehold of your property and you have a long lease for it, usually over 21 years, you must pay us ground rent.
Ground rent is a monetary amount or a symbolic ‘peppercorn’ rent which is in effect zero. No services are provided in return for it. If a monetary ground rent is due, the leaseholder is responsible for paying it

I own the freehold - do I owe anything?
In some circumstances, you may owe rent even if you own the freehold of your property. This rent is called chief rent or 'rentcharge'. It is due because the land your estate is built originally belonged to Liverpool City Council. Find out more about chief rent on GOV.UK
