Reason for not listing the asset

Whilst the council noted the submissions in relation to the history of the building and the social significance of its current and recent uses, on the basis of the information submitted by the applicants, owners and occupiers and otherwise available to the council it noted the following:

  • the gradual reduction in the number of recording studios in the building
  • the absence of culturally significant recent recordings at the studios
  • the availability of other recording studios in Liverpool area
  • the availability of other bars in the immediate area 
  • the absence of a community centred upon the building compared with, for example, a village pub
  • that the large majority of the offices available for rent are currently empty and have been for the recent past.

On this basis, the council considered that the current and recent non-ancillary use of the buildings for the nominated uses as music studios, bars and offices does not, and did not in the recent past, further the social wellbeing or social interests of the local community. The council was therefore obliged to reject the application for listing.
