Your views on residents’ parking in Speke

Over the summer of 2026, we asked people in Speke to share their views about parking through a survey and community drop-in sessions. Your feedback has helped us to understand how parking issues affect residents, businesses and visitors to the area. Find out more about the results and what happens next.

Your feedback has helped us to understand how parking issues affect residents, businesses and visitors to the area. You told us that:

  • Airport related parking can make it difficult for residents to park near their homes. Some people also said nearby employment sites add to the parking pressures in the area.
  • Taxis and other pick-up and drop-off activity can cause short-stay parking, waiting and congestion on residential streets.
  • Residents, visitors and local businesses can find it difficult to park at certain times.
  • Some residents experience antisocial behaviour, including littering and noise disturbance, particularly on streets closest to the airport.
  • Parked vehicles can reduce visibility at junctions and make access difficult for emergency vehicles. Speeding was also raised as a concern.
  • Concerns that any future changes should address local parking problems without moving them onto nearby streets.

What happens next?

The feedback and parking survey results have helped the council decide that a permit scheme should be looked at in more detail. We are considering all feedback from our drop-in sessions and will be in touch with residents once a decision has been made.

We are also looking at other options and a residents permit parking zone should be seen as a first stage, as other options take longer to implement.

We will be in touch with everyone in the area once a final decision has been made.

We know that airport related parking can make it difficult for residents to park near their homes.

We are exploring the option of introducing a permit parking scheme that could help address the parking issues identified in Speke. If it progresses, it would initially be introduced using an experimental route to allow for changes during the first few months after it could be introduced.

No decision has been made, and we want to hear your views before any decision is taken. This could also include waiting restrictions around junctions to maintain visibility and short stay parking bays near shops.

If a scheme is introduced, permits would be available to eligible residents who live within the permit zone. Residents who always park their vehicle on a private driveway would not need a permit.

Residents would need to provide proof of their vehicle being registered to a property within the zone. The full rules would be confirmed if the scheme is taken forward.

Should the scheme go ahead, parking restrictions would be in place at all times, every day of the year.

Resident parking permits across the city are currently free for each vehicle that is registered to a property.

Residents living in existing parking permit zones can currently get one free visitor permit.

A permit would not guarantee a parking space. If there is no space available on the road, residents would need to park elsewhere within the zone.

If they are staying for any period of time, they would need to display a visitor permit.

Should the scheme go ahead, special arrangements would be put in place to ensure that health and care providers, and others delivering essential support, can continue to access local homes when carrying out their duties. Further information on eligibility and how these permits would operate would be made available and publicised before the scheme comes into effect.

Blue badge holders may park within parking permit zones without a permit, as long as the badge is displayed correctly.

The blue badge must be displayed alongside the time clock if they are parked on single or double yellow lines.

Blue badge holders are not permitted to park in loading or business bays.

If a permit scheme is introduced, eligible businesses located within the permit zone would also be able to apply for a permit. The Council understands that local businesses need access for staff, customers, deliveries and daily operations, and further information about eligibility and how to apply would be provided before any scheme is introduced.

A permit scheme may help manage long-stay parking by people who do not live in the area. If the scheme goes ahead, it would be enforced from the start to help make sure people follow the rules.
